Kirkman has over twenty-eight years experience in air quality management and has currently finished a four year project in the Philippines serving as Project Engineer. Mr. Kirkman has program management and technical experience in the following general areas: • Project Management and QA/QC, Stack Testing • Ambient Air Quality Testing and Analysis • Air Quality Permitting and Emission Inventories • Regulatory Experience includes enforcement of local, state, and federal air pollution control regulations • Training Activities for Source Emissions Testing, Third Party Emission Testing Firm Accreditation and Establishing USEPA Compliant Laboratories for Stack Samples • Project Health and Safety REPRESENTATIVE EXPERIENCE Philippines Department of Environment and Natural Resources, Metro Manila Air Quality Improvement Sector Development Program, TRC Environmental (TRC), Project Engineer and Safety Officer (2004 to 2007). TRC provided consulting services to perform measurements of air emissions from industrial point sources (858) in the Metro Manila Airshed. TRC also assisted DENR with the development of Continuous Emission Monitoring System (CEMS) standards, guidelines and auditing procedures; development and implementation of third party emission testing firm accreditation; and establishment of DENR/USEPA compliant laboratories for stack samples. This was a four year project funded by a Loan Agreement between the DENR and Asian Development Bank (ADB). Mr. Kirkman was responsible for QA/QC activities including data reduction, reports, and field activities. Mr. Kirkman also served as project health and safety officer with primary responsibility for maintaining project compliance with TRC Health and Safety Policies and Procedures. In addition to these responsibilities, Mr. Kirkman provided training to DENR personnel. TRC, Senior Project Engineer (2000 to 2003). Mr. Kirkman served as project engineer on numerous test programs for the Assembled Chemical Weapons Assessment (ACWA) Program under contract to Arthur D. Little. Mr. Kirkman also served as project engineer on trial burn programs at Anniston Army Depot and the U.S. Department of Energy Oak Ridge facility. . Ferrington House Restaurant (1999). Mr. Kirkman worked as a Garde Manger Chef at a five star restaurant with responsibility for preparation of cold appetizers in the restaurant and assistance with catering at special functions such as wedding receptions. Mr. Kirkman managed tasks for a US EPA study to develop AP42 emission factors and supervised the test team for the emission testing program at wood products facilities and was responsible for preparation of numerous Title V permit applications, regulatory review and negotiations for Title V applicability to industrial facilities, emission inventories and data interpretation. Mr. Kirkman performed as project manager and leader on numerous stack tests and ambient sampling projects with responsibilities that included preparation of Site Health and Safety (H&S) Plans and designation as Site H&S Officer. Forsyth County Environmental Affairs Department, Winston-Salem, NC, Environmental Specialist (1991 to 1992). Mr. Kirkman performed a review of existing records and wrote air quality permits for industrial sources and was responsible for enforcing local, state, and federal air pollution control regulations through performing emission inventories (including toxic air pollutants), plant compliance inspections, and review of stack test reports. Mr. Kirkman managed stack sampling projects at various facilities and also participated in report development and writing. and has extensive air emission testing experience at oil refineries, steel mills, utility and industrial boilers, hazardous waste incinerators, municipal solid waste, secondary aluminum smelting, cement, and pulp and paper facilities. Mr. Kirkman performed or supervised the sampling for criteria pollutants, dioxins/furans, multi-metals, volatile organic compounds, semivolatile organic compounds, and aldehyde/ketones.
