High speed XML file generation from table

We will generate a very large XML file (or files) from a given single simple table. The total size of the XML will be > 30 GB so code must be optimized for speed. The code will read a defined number of rows (10, 500, 1000, etc.) and generate one XML file containing that number of rows after transformation.

To be considered for this project, (1) indicate your experience with this sort of activity, and (2) discuss what language and modules/libraries you will use. Proposals that do not address these points will not be considered. Proposals of interest will be given access to the data and expected XML output.
