Fix SOAP Service with Mtom file - c#

we have a service and the service consumer not able to post a file to it
its soap service build using WCF .net freamwork 4.6.2
the error for the consumer is 400 pad request
we catch the message and the error from [login to view URL] and says that:
Error creating a reader for the MTOM message
Content Type multipart/related; boundary=59fe95e1-07aa-4054-847d-6e7247234e8c; start-info="text/xml"; type="application/xop+xml" was sent to a service expecting text/xml; charset=utf-8. The client and service bindings may be mismatched.
we need to change the binding configuration from our side to be acceptable by the consumer .
