Export Excel spreadsheet to XML

Task: Take a Excel spreadsheet (with two related worksheets) and transform it to XML.
Programming Language should be Visual Basic and maybe Excel macro abilities.
In my attachment I've included a sample Excel spreadsheet, two screenshots of the spreadsheet and how the XML output file should look like (not 100% accurate).
Note that the program should be somewhat flexible, so that one can make changes if I have to start collecting the cell data from a different row number.
The second worksheet is related to data in the first worksheet. Basically the data would be just like additional columns in the first worksheet but due to a certain overview it needs to be outsourced that way.
For your quote please provide a sample of your program for my specific task - if you can show a similar one it's fine too.
