Dynamic PDF form

Just to set things in prospective, I am presently debating between a) writing a Win32 front end application to data gather this information, and b)relying in the power of Adobe to provide flexibility to the user to data enter this information while offline and later be able to email (when connectivity is available) the form from which we should be able to extract the entered data. If the same can be accomplished with a DB-less Win32 app (VB, vb.net or C# acceptable) then the more power to it.

Our business needs call for a form to be completed, pricing information (basic arithmetic) to be presented to the user and if they accept the proposed price they submit form & data to our office for approval.

For the purpose of this project (phase 1 of perhaps 3), we are trying to provide a secure form (the user should not be able to change the form) that provides superior means of offline data gathering while being able to do basic mathematical computation and some edits such as drop down lists fields on "Ports of Entry", dates, etc. The information entered should be able to get emailed to a predetermined address (we need to keep a record of each Quote Sheet), and the data ultimately needs to be uploaded to SQL (perhaps we accomplish this by exporting to XML/TXT file first)

Upon request, I could attach the Word form that is 98% finalized for your review of the task at hand as well as a preliminary description of the fields to capture information for.
