Use a RAPIDAPI account to call data into a WORDPRESS Plugin for display in a site

I want to use a connection to the TIDES API in RAPIDAPI to call the data Tide levels.
In the response, the EXTREMES body tag gives the Next HIGH and LOW tide time and the levels i.e.:-

I want a WordPress plugin that will use this API to return the following information into a WordPress page.
The Time of the Next HIGH TIDE and the Height of the tide
The Time of the next LOW TIDE and the Height of the tide
There should also be an OFFSET for the High Tide Time that will trigger a graphic for GATE OPEN or GATE CLOSED - and a COUNTDOWN or COUNTUP to the next event.
So, for instance, if the Next High Tide is at 17:00 and the offset is 3 (3 hours BEFORE and AFTER high tide) the GATE OPEN graphic should appear at 14:00 and the GATE CLOSED graphic should appear at 20:00. At 17:00 the countdown would be 180 minutes, at 19:00 it would be 60 mins..etc and once the gate is closed the count up would be to the next Opening time... so at 20:00 the counter would read the next High Tide MINUS the offset (3) - So the next high tide is 05:15 at 1.42 meters. So the COUNTUP timer would count up from the previous gate close time (20:00) to THREE hours before the next High Tide 02:15 - so it would originally read 375 minutes..etc
There should also be a Tide Height offset so if HIGH TIDE HEIGHT is 1.42m and the Offset is 4 then the reported HIGH TIDE is 5.42m
This only needs to run twice a day at say 00:00 and 12:00 as the data returned is for 24 hours.
