Can't upload images after Wordpress update

I'm unable to upload images on my wordpress website after the lastest update
I want you to fix the issue so that images can be uploaded with the latest version of wordpress.
After some trouble shooting the following can be ruled out:
- it is not a plugin
- it is not the theme
The error is in the SQL database. Probably best method is to recreate the site externally on latest wordpress version, and then update the current site.
