We currently have a Windows Desktop app that polls for a number and displays a graphic on the toolbar and on the desktop. You can find the current app here:

Displays current alert status on your desktop. Updates every 10 minuets. Sounds an alert tone, and generates a pop-up when the alert level is upgraded. All options can be disabled in the menu. Works on Windows Vista and higher. Might work on XP. The DEFCON Warning System Desktop App is the First to be updated when the alert condition is changed. If you want the quickest notification when the Alert Condition changes, this is what you want.

We need to update this app since it is several years old.
We want it to poll every 10 minutes like it currently does. (Polling time is kept in a modifiable config file so the polling time can be changed.) Polling means it reads a one byte character from a file on our server called code.dat. The character is a number from 1 to 5.
If the code goes lower (meaning from 5 to 4, 3 to 1, etc.), it will sound an alert tone.
If the code goes higher (meaning from 1 to 2, 4 to 5, etc.) it will not sound a tone.
The app will also display a graphic representing the current code number. The current app does this, but the graphics should be updated. They are kind of old.
The graphic should always display in the desktop tray. The user should have the option to turn the main desktop graphic on or off.
We don't need it to do the pop-up alert any more.
Right-clicking on the tray icon will bring up a menu allowing the user to change options, such as turning on or off the alert tone and turning on or off the desktop graphic.
One new thing we need it to do: We want it to also work with Twitter so that, when the app is running, the user will be able to see the tweets from our Twitter account in their Windows Message Centre. This is to be an option that users can turn on and off.
