The "Unable to create temporary file" error is almost certainly PHP's temp directory losing write permissions during the server patch - common on Windows VPS after updates that reset IIS or PHP config. The Excel upload error likely traces back to the same root cause since file uploads go through the same temp path. What I would check first: PHP's sys_get_temp_dir() path, Laravel's storage/app/temp and framework/cache directories, and IIS application pool identity permissions on those paths.
