Hi There !! I read the full brief and this is basically an HTML to WordPress conversion, not a redesign. I can keep the existing layout, colours, typography and content structure the same while moving it into a lightweight WP theme so you can edit things later from the dashboard. If the HTML/CSS is clean, 3 to 4 hours sounds realistic. I would probably create a simple custom/child theme, enqueue the existing CSS/JS properly, break the HTML into WP templates, add menus/pages and keep it Gutenberg friendly where possible. I will not touch the design unless something needs fixing for WordPress compatibility.
