Looking a College Grad to build a functional Website

Hello there~
I am seeking service of a Web Developer who can update an old website to a Dynamic functional website. I would like to start with a good looking recruitment website with minimal core features like:
Basic Functions:
a) Recruiter can Post the Jobs which should reflect on Website (Active/Interview/Close/Offer)
b) Applicant can Search Jobs from our website based on Location, Keywords and Category ()
c) Applicant can apply to the Job by uploading the resume, Filling up a Form which Recruiter/Admin should receive on his/her email.
d) Applicant could register with us through a Form (Log in/pwd) (Format shall be provided)
e) Admin Panel /Login
f) Report generation for Admin by using Search filters ie.. ( i. Job Id ii. Client iii. Job Title iv. Location etc)
g) Client can request Talent by Filling a Form (Format shall be provided)
We shall start with a Dynamic website with these functions along with Static Pages, I need to know the Total Cost along with the Time Frame this would take.
