Responsive Website Theme Customization & Install

I have selected a RESPONSIVE WordPress theme from ThemeForest. It is called SmartStart. I am a mortgage broker and I am looking to have someone customize and install this theme. The responsive nature of the theme is vital for me.
My sitemap is complete and all of the files are ready. Other than two or three images, I am ready for this with clear instructions ready to send to you.
A web Developer has already tried but we have parted ways to allow for the job to be completed.
