Need a MODX expert to optimise existing website

Looking for someone who know's SEO and can get the most out of our MODX based website.
We recently updated the design of our website, and now want someone to review it for SEO readiness:
fix any html errors,
optimise loading speeds,
improve the fit and finish of some of the graphics (shadow under pictures etc, not major design work).
Ensure site is compatible with all browsers including smartphone and tablets.
Fix and/or improve links
Review the contact api and improve
At the end of the project we need a report showing what needs to be done: e.g. missing page titles and meta, etc.
Essentially we want everything ready so we can simply to written content optimisation, add content etc.
You must be familiar with SEO and have extensive experience of MODX and provide evidence of this in your bid.
I want to clarify again that this is not primarily an SEO project, it is optimising the performance of the website FOR SEO not the other way around. Need to optimise the html, loading speed, improve some of the UI, graphics etc. NOTHING to do with keyword optimisation, external links at all - that will come later.
SO please provide your experience optimising MODX websites as you will need to be expert in MODX with understanding of how to optimise a website ready for SEO.
