Mobile website + application (ios & android friendly)

I am looking for a freelancer who can create a dynamic Website plus mobile applications (Android and iPhone) for online food and beverages ordering. This will be a subscription model mobile optimized website with shopping card and online payment options. The core idea behind this project as below: 1. Website and Mobile App should work seamlessly and hand-in-hand 2. It should allow profile registration of vendors and users where user would be able to place an order from the available online menu and the vendor would deliver the same. 3. Order Workflow should be achieved in 5 steps (Log in/Register & Log in, Location and Restaurant selection, Order Menu, Confirmation and Payment (COD + Credit card / Net banking payment) and Acknowledgement. [login to view URL] acknowledgement, the app should connect to our app server and stream the order information (plus third party server) + send email to user with order details (items, price and time to deliver) + keep the order history for the respective user. You will need to provide a clear understanding in a technical summary for me to evaluate and choose the right person for this work.
