Convert Static Designer Site to Dynamic Worpress Site -- 2

Hello, I have a website that is designed and mapped out, I just need it converted to a WordPress site with a few dynamic features. I need this done quickly, but other opportunities may be available once I find a hard working, dependable freelancer. Please only bid if you are serious and thoroughly review this project in detail. I need the site to have the ability to signup for free with email verification. I need registered users to have an account page to manage their accounts and videos. I need the site to let registered users to be able to purchase items. I need the cart function setup and integrated with paypal. I need the registered user to be able to fill out a detailed dynamic form (sample: [login to view URL]). This one is done in Machfom. I need that form to email to an admin, and also convert and spit out an XML document. I need the ability in the backend to manage all content. I need the ability in the backend to upload videos and post to registered users page. There may be other changes minor changes or additions to debug and improve the site.
