Yellow Pages (Phone Book) type website

I want a phone book Yellow pages type website. A website where businesses that pay me can list there address/phone number/other information on the site. There are many scripts that do this for $50 but I want more then just a script. I want someone to make me a nice website that is easy to administer and run and looks good. People should be able to browse via category "Hotels" "Resturants" "bars" etc and by city. So someone might click on Bangkok, and then click on bars. Or they might browse to the bars section and see all bars and then from there they can choose only bangkok bars. I want a complete admin section. These businesses will be paying me for 1 year of advertising at a time so the admin section must keep track of when I listed a company and when there ad expires from my website. I want to see which companies will expire soon so I can contact them and tell them to renew. Each business also needs to have a rating system. Guests on the website should be able to rate the business 1-5 stars and offer comments on the business. I will need to moderate and approve all comments before they are shown on the website though. Some businesses might pay extra for a position on the top of the other listings, or bold or highlight or whatever so I need this feature. I also want to upload some pics of the business to the listing. This project shouldnt take very long to complete. Please bid accordingly.
