New Index page of existing site in html or Php

Existing site [login to view URL] requires a new index page, with a brand new design (1 page only). The new design should be a CSS based one, using no <table> and as compatible as possible to the W3C guidelines. The CSS file and javascript file (if any) should be external files and referred to form the page. All these points will be checked. The content of the new page should use the following structure: [login to view URL] That gives you an idea of the text content and you can use a few of these pictures for the design & graphics... but you have full freedom to make any suggestion. It has to be light, colorful, and look professional. Please have a look also to the existing pages (colors and shapes) that will remain unchanged: [login to view URL] The Graphic Designer will present 3 different versions of the index pages.
