NEEDING A WEB SITE BUILT FOR POSTING OPINIONS, ETC.

Hi, I'm wanting a website built/designed. I've never had one before. Basically in a nutshell what I'm wanting is a forum type website where visitors can come in and for a nominal fee post a certain amount of rants/raves gripes etc. concerning other people/ businesses, etc. There would of course at the beginning of the website be a long disclaimer releasing me, the website and all affiliates from any and all repercussions. The poster would acknowledge that they are accepting FULL responsibility for everything they post. I would want this designed to be a $$ maker. There would need to be an online method of paying by credit card and /or pay pal. Basically for those paying customers, they would be allowed so many post. Post would of coure be limited to so many characters. Do you think you can design something like this? I really don't have any idea for a background, etc. so I would need something creative to attract visitors and keep them coming back for more. Perhaps the site could be broken down into topics and maybe later on as it grew (if it grew) broken down into cities/States. Give me some ideas here. I would want the website built, uploaded and running (a complete turnkey job). I would like it designed for search engine optimization. I would require to keep monitored on an every 3 days basis of the status of the site with the ability to say what changes I wanted made or things I wanted added. Regarding hosting, I would want a company that would have a SET fee regardless of how large the site got. I think this could really do good with the proper build/design. I would also be interested in selling advertising spaces on the site to businesses, etc. and would be wanting someone who can add/make changes to the site as requested by myself. Please give me your thoughts on the project with pricing. Looking forward to hearing from you soon. Payment is made through escrow ONLY, with payment being made at the COMPLETION of the project once I approve it.
