Homepage redesign that harnesses the power of CSS/XHTML to create a visually pleasing experience. I'm also need a better logo (currently it's text only).
I need someone who can create visual interest by selecting good color schemes, typography and spacing, with the use of graphics that compliment the layout in a very smooth manner.
Thus far, I've created a wireframe of a 3-column layout of the information that will be showcased on the homepage. However, it doesn't have to be a 3-column layout, I am open to suggestions.
This layout will be used for all content pages as well, so it needs to be scalable (so for example, if it's a 3 column layout, then there may be pages where I need to remove the 3rd column, so the layout should work smoothly in that case). The content pages will have h1 through h4 tags and the other normal elements like HR and UL.
I have attached the wireframe html file. I do want the website on a white background with fixed width.
For the logo, I think I want to use a Flag as a symbol of my brand (and not a rainbow flag). I've attached an image of a blue flag I found on [url removed, login to view] that I like. However, there may be other iconography that works too, so I'm open to suggestions, or if the layout is nice enough, I may not need an icon to go with the name of the site.
Be proficient in CSS, XHTML, color scheme and typography selection, information architecture, user experience, and graphic design. Designer must have a portfolio for review (otherwise bid will be rejected).

The designer will not be required to upload or change any files on the server. I only need the design mocked up with all the assets and source files.
