Community Event Website Development

I'm looking for an experienced web developer to create a community information website focused on agave spirit events, special releases, tastings at stores or bars, and agave festivals. The idea is to have a website that allows promoters to submit their details, and the website will both update it's calendar, but also send emails to "members" who sign up alerts in their area. Key Requirements: - Design assistance is needed; I'm open to creative design ideas. - I'd like to have all images look like "black and white comic book line art style with clean ink outlines and cross-hatched shading". (see attached images as examples) - The site will primarily feature promoter submitted event information. - The general public can sign up for notifications for events in their area.
