I am running an internet radio station utilizing SAM Broadcaster. The basis of the station is weather information. I have a program called Weather Message which processes warnings from the Emergency Managers' Weather Information Network (EMWIN) and posts the messages to my website and also has the capability to post messages to a file on my computer. What I would like is a program that will monitor that folder to see when new messages get saved there. Once the program recognizes that there is a new file, it would utilize the Microsoft Text-to-Speech program to create a .wav or .mp3 file to be saved an another folder. All of this should happen AUTOMATICALLY. The .wav or .mp3 file would then get seen by a PAL script in my SAM Broadcaster software as a new file and would then be queued immediately for playback on-air.
