In terms of graphics, I will advise you to go for unreal but if you want custom features go for unity. Plus unity in the hand of a pro can setup to have clean graphics. I am good with unity, so I can only advise you to use unity. A rover car will need unity wheel physics collide to give a more realistic experience when playing. Plus OpenGl is available in unity. Which allows your build to run on a browser. The rest is modelling. I have been scripting and developing with unity for over 6 plus years with experience from C# scripting, Physic System with unity, profileometer, shader scripting, UI designs setup, optimizing build with compression algorithms, lightening system and more I would love to work on this project with you.
