Windows server cannot connect to SSL smtp port 465

Hello; I have windows server which cannot connect to my isps port 465 using ssl to send out email.
Our provider only accepts connection via ssl not regular via port 25
How and what can I check to make shure it is working. I tried from diffrent location with same settings here it is working.
So I think it is some security setting or firewall setting blocking the traffic.
Who can assist?
