Episerver Order page with logics

Hi, we're about to set up a EPIserver website. What we'd like to do is to set up a simple ordering page with some logics depending on the choices done on the page. The outcome of the ordering page should be a mail to the customer care center. Is it possible to develop this externally and then install it on the server, i.e copy files to the server?
We need someone who has been working with Episerver and not just .NET. Do you have Episerver experience, please contact me.
