Give management section to manage this -> delete, save etc.. 5. Use MySQL

This looks like a straightforward QGraphicsView project. Qt supports most image formats out of the box and has SQL support as well. PDF import requires use of an additional library. Open questions: What is the target OS? I assume Windows desktop, but this can easily run on Linux and MacOS desktops as well. Is a windows installer required (MSI)? Do you provide the overlay images (for sensors, cameras, etc.)? Is the set of images supposed to be hardcoded or perhaps needs to be editable by database as well? Is there already a database schema? Is interoperability with other software required? Do you need an image cropping feature for the floor plan import? Do you need to import from multi-page PDF files and the user needs to select the correct page?
