GOOD CAUSE LETTER

I have applied for my critical skills since 2019 and they turned me down, i appealed and they turned me down again for no reasons. After they turned me down for the second time i applied for the good cause letter , and recently i went back to home affairs to put the stamps on my good cause letter like i sued to do since 2019 , and i was surprised that when they checked my files in the system they could not find it now so i am very confused and i really wanna apply for the critical skills again.
