JPEG to Ecommerce - Urgent 100Budged

Hello People, hows things? Here a new project for you bid on ;) That´s the case: I have a Jpeg that a client sent me to transform in a Ecommerce webstore, that will sale ludic toys! So your mission is: 1) Select best CMS for this ecommerce (what you thinks fits better) 2) Transform this Jpej in Template for this ecommerce store and inastall it. 2.1) Create the rotator banner for the client. 3) Translate the backed and Webstore to Portuguese -BR, because this is a Brasilian Client, so the admin and the entire site needs to be in portuguese. 4)Install payment modules as paypal, Pagamento digital (brasilian payment module),and others that i will install latter. 5)cadastre some products for client see how it will be 6)After all approved at your server, transfer, inatall and make it 100% userfull and well done on client´s server. >>Best if you can do it on Prestashop, but if not possible tell me what is the best CMS for this! Payment: I will escrow 50% when you start, and release after client approvement, then i will escrow other 50% before you install it on client´s server and i will release it after the work be 200% done!(no exeptions) Budged: max U$100
