Does I3MS throttle sessions after a set number of page loads, or is the bottleneck the captcha that shows up on repeat searches? That usually decides whether a scraper against a government portal like this runs clean or needs constant babysitting. I'd build this as three layers, not a script that dumps to CSV. Selenium handles the extraction, tuned to how I3MS renders the TP register (permit number, TP number, consigner, consignee, destination, vehicle number, transporter, mineral, quantity, grade, nature, circle), writing into a database instead of flat files. On top a small API or scheduled job feeds Power BI directly, so refreshing the dashboard is hitting refresh, not re-running a script and re-importing a CSV each time. For thousands of records I'd build in retry logic and rate limiting so a session drop or captcha doesn't silently eat a chunk of the run. Sixty thousand over ten days is my starting number off the brief, and what would move it is how aggressive I3MS's anti-bot measures turn out to be once I'm pulling at volume. M1: scraper core against the live TP register plus field mapping, Rs 19,800, 4 days. M2: database and scheduled refresh feeding Power BI, Rs 20,200, 3 days. M3: dashboards to your reporting needs plus handover, Rs 20,000, 3 days. Do you already have a Power BI workspace and license, or does that need to be part of this?
