Petition Software requiref for Online Forum

IMPORTANT We have VBulletin CMPS v.2.1 so script needs to intergrate with this. We have a Forum at :- [login to view URL] This a forum where people discuss programs which are no longer on TV, together with competitions, etc. We want to add a petition facility to the site, which will allow people to "sign up" for petitions online. We also want a facility where members can post a small section of code onto their own site, which will promote the petition. When the user clicks on the promotion code, they wil be taken to our site where they can join the forum and join the petition. we are also open to any other add-ons you may think of for the petition code - but the above covers the basics we require.
