Voice over IP Phone Number Coding Project

I am looking for someone to code a website page that would allow someone to purchase a local telephone number that can be call forwarded to whatever number that they want to use. It's sort of like Google Voice, but I am going to be packaging it with my executive suites and virtual offices business. The ideal client is someone who wants to have a local address and a local telephone number and be able to purchase it dynamically with a back office to be able to log in and forward the number.
