We currently use the standard round-robin rule in salesforce.com. The lead assignment rule has round robin plus 4 exception rules were if leadsource = a specifc variable, then that leads is taken out of the round robin and assigned to a specific user. Aside from the exception leads we have noticed that the current round robin is not dividing leads equally.
We would like to build an assignment rule that achieves the following:
1. Assign Leads with specific leadsource, campaign IDs or lead variable to a specific queue. Then, have a Round-Robin within that queue to distribute those leads equally amongst those queue members.
The goal for this first point is that all leads, exception or general get assigned to a queue and are distributed evenly among all queue memebers.
2. Assign different percentages of leads to different salespeople based on their close rate from previous month. i.e. if John close more accounts more account's then Dave then John gets a higher perecntage the following month. Please note that we should be able to manually enter/determine the percentage amounts.
the second point may seem to contradict the first point, however the leads should first flow to the first rule (i.e. be divided equally) then be reassigned by agent close rate.

I had already implemented many lead distribution scenarios I would be best solution provider in this. It will take around 30 hours of build and regression testing. Let me know the details and when to start.
