SCOPE OF WORK

Montana State Fund is seeking an independent and experienced Independent Verification and Validation - IV&V - Consultant to provide program assurance for all phases of the PBRI project. Each phase of the work will be performed at the discretion of Montana State Fund and the Consultant will report directly to the President/CEO.

PBRI Project Phase 1 - RFP Phase

This phase of Policy and Billing Replacement Initiative – PBRI - includes all the work necessary to develop a Request for Proposal (RFP) in support of the selection of a new policy and billing system. The primary deliverables of the IV&V Consultant for this phase of the project include but are not limited to:

a) Complete an initial review, provide written advice and in-person presentation regarding PBRI work and strategy to date including review of all written materials, assessment of project organization, project strategy and structure of project team/project management.

b) Assess buy-in, support and commitment to the project within the organizational project structure and MSF.

c) Review and provide written advice on all components of the RFP, the overall PBRI

PBRI Project Phase 2 – Core Functionality Implementation Phase

This phase will consist of ongoing IV&V support and advice on the Core Functionality Implementation Phase of the selected system to establish if the project is effectively satisfying the intended business objectives via work with Project Team Leadership (PTL: Executive Sponsors and Project Managers), and, Monthly and Quarterly Evaluation Reports to the President/CEO. The primary deliverables of the IV&V Consultant for this phase of the project include, but are not limited to:

a) Analysis and written/in-person review concerning project status, scope, schedule, cost, adherence to requirements, effectiveness of communications plan, characterization of risks and advice on the general health of the project specific to this phase of the project as required by the President/CEO.

b) Review and report on to the PTL on compliance with regulation according to Senate Bill 123 (SB123) which also includes dependencies with State Auditor’s Office (SAO),and MSF, response throughout the project.

c) Provide persistent on-going review of and advice to the PTL on all aspects of project management performance.

d) Ensure escalation of issues in accordance with established MSF governance model.

PBRI Project Phase 3 – Enhanced Functionality Implementation Phase

This phase will consist of ongoing support and advice on development and delivery of the desired enhancements to the core functionality of the selected system to establish if the project is effectively satisfying the intended business objectives and user needs. The primary deliverables for the IV&V Consultant for this phase of the project include but are not limited to:

a) Provide analysis and written/in-person review with regards to project status, adherence to requirements and schedule, effectiveness of communications plan, characterization of risks and advice on the general health of the project specific to this phase of the project as required by the President/CEO.

b) Review and report on compliance with regulation according to Senate Bill 123 (SB123) which also includes dependencies with State Auditor’s Office (SAO), and MSF response throughout the project.

c) Provide persistent on-going review of and advice to the project managers on all aspects of project management performance.

d) Ensure escalation of issues in accordance with established MSF governance model.

e) Scheduled monthly reporting to the PTL and President/CEO.

PBRI Project Phase 4 – Project Closeout Phase

This phase will complete the PBRI project initiative and move MSF into ongoing support of the newly implemented system. The primary deliverables for the IV&V Consultant on this phase of the project include:

a) Project close out report.

b) Recommendations for Maintenance Phase.
