Write a python script to pack rectangles within a bigger rectangle

I have a bunch of designs (rectangles) that I want to fit within a bigger rectangle of fixed width without any overlap. The designs can be rotated.
The script should be able to fit all the designs within the enclosing rectangle with the minimum wastage of space.
