txt to json converter

We are looking to have a program to convert txt file to json file format. Find the corresponding '[login to view URL]' and '[login to view URL]' file and '[login to view URL]' file for reference. The challenges are in the output json file: 1) For time in json file, it should add Initial_hour + Forecast_hour + 5:30. e.g. 01/22/2019 (06:00) + Forecast_hour + 5:30 hour = "01/23/2019 01:30" in output json file. 2) In the txt file, the parameter 'Forecast_hour' is hourly for first 120 values and then become 3 hourly. Here, we need to interpolate intermediate values for corresponding time. e.g. For each parameter like T_2m,WND,WDIR,rh,tdw,tsoil,moist_soil,pres,rain,cloud_cover use formula: for 121 value= 0.66 * (120th value) + 0.33 * (123rd value). 122 value= 0.33 * (120th value) + 0.66 * (123rd value). and so on.. 3) For 'daylight' parameter in the output json file, the criteria would be depend upon time in txt file. - It would be a binary number. - For 6 am to 6 pm, it should show '1'. - For 6 pm to 6 am, it should show '0'. 4) and for 'picto_code' parameter in json file, please refer the conditions in attached "Pictocode [login to view URL]" file. - picto_code value depends on "Cloud_cover" and "Rainfall" values in "Agar*.txt" file. - the conditions can be referred in chart. e.g. if cloud_cover = 0 and rainfall = 0; picto_code = 1. if cloud_cover = 75 < CC < 100 and rainfall = 0; picto_code = 4. 5) For Wind direction parameter in json code, please refer conditions in 'Wind direction [login to view URL]'. e.g. if 348.75 < W_dir < 11.25; print 'N'. if 11.25 < W_dir < 33.75; print 'N'.
