Simple and fast python program for load forecasting

Job Description:
I need a Python code to calculate the rate of increase of the electrical load using linear regression model. I need this project in 2-3 days in maximum. I will take my decision also based on how fast you could finish this project.
I need this simple model on google colab . There is an attached excel file with electrical loads from 2009 till 2021
Please read the following points that are mandatory for the code:
1- I need to calculate the rate of increase of the loads from linear regression mathematical formula , like this example according to the 10 years data and using linear regression model the rate of increase is x%.
2- The code should be clear and easily I can change the input data which are the electrical load MW, and the program calculate the rate of increase or decrease%.
3- You must clearly show where is the input data in the code as table and how to change them easily
4- You must put hashtag for each step to explain what it means
5-You must use google colab and i will check the code by running it with another data
6- You must put 20 years of available input data ,whatever I use 5 or 10 or 3 or even 2 years(any number of years) , the model should calculate the rate of increase or decrease % without problem.
7- You must show the rate of increase or decrease % for the input data using linear regression formula ,
8-The linear regression formula is clear and this formula I can change easily for another one like exponential regression model
All these 8 steps are mandatory .
