Majority of Developers Either know C# Only or Python Only, But Not the Other. If so, the Developer has no need to bid.
Note:
Developer here needs to Be Very Good at Both Visual Studio C# Skills and Python Knowledge.
If only one of the 2 sets of skills is available to the developer, developer has no need to bid, as the project is not do-able if only one of these 2 skillsets is within the developer's domain of expertise, even if he is really very very Good in One, but Not the Other.
Terms-and-Conditions:
(i) 1st 50% Milestone is created only when via Teamviewer, Developer shows me he manages to precipitate certain deliverable end results I want on his own PC or laptop.
(ii) 2nd 50%Milestone is created when (i) above is met, and pending transfer of his results to my end, ie my PC.
Consequently, any risk of failure is borne by developer, as I am not paying for labor, but certainty in results. "Speculative developers" therefore cannot avoid placing bids, since you are unsure if by gambling, you can win.
Milestone held in escrow until project is completed in entirety and delivered to client side, ie mine.
No upfront release nor partial nor fractional release of milestones.
Developer must complete project in full before milestone is released entirely then.
I will send my Background system of files only to the chosen developers to proceed in his investigations in getting the results that I want.
