Fix Gen Cache and Win32 issues

I have constant problems with Win32, dll and gen.py. This has been going on for two weeks now, ever since I added a new computer and a remote on GCP. Here's the error code:

I use Python programs to access databases and download stock price data into complex Excel spreadsheets that run all day long identifying stock price patterns. When I notice an error or a possible improvement, I stop the program and modify the Excel formulas. When I do that, on some of my computers -- I have 4, three locals and a remote -- it generates a [login to view URL] temp file, and that file shuts the whole program down.

For this task I need someone who knows this issue well and has fixed it before. I already have someone who can figure it out, kind of. His solution works until it doesn't, then he has to spend two hours fixing it again. When I first encountered this problem a year or so ago, I found someone who fixed it in a few minutes. That contractor is no longer available.

Again, to emphasize, I'm not looking for someone who kind of knows the problem, kind of doesn't, but thinks he can figure it out.

If it takes you a few minutes, I'll pay you for an hour. If it takes you more than an hour, you are not the right person for this particular task. For the right person, I have constant Python projects.
