Help Setting up USB Input and Python Script

Job Description:
I don’t know if what I have will do what I want so please read everything over and be ready to provide corrected info if needed.
I have these USB to serial things that I would like to connect a wire into and monitor if the wire is high or low.
Wire would be high at 3-3.3v and low at 0-1v. I would also need a python script that will print the state of the pin/wire.
What hardware I have:

Let me know if this is possible with what I have and if it is how to go about setting it up and supply the required script.

If you can solder the wire to another pin on the chip it is possible.... are you using windows or Linux? basically we can detect DTR etc..
