That choice drives the whole data model and decides whether readmission rates and HCAHPS roll up cleanly when someone slices by quarter. I'd build it on a star schema with fact tables for encounters and measures, conformed date and provider dimensions, and DAX measures for risk-adjusted rates and rolling 30/90-day windows. Row-level security so a service-line lead sees their own numbers without exposing the rest of the hospital. On price: 22000 INR sits above the listed ceiling. Doing this properly (data model, DAX library, RLS, scheduled refresh, written handover) is around 16 hours of focused work, and I'd rather quote what it really takes than ship something that breaks the first time someone changes the date filter.
