Wordpress Banner Advertisement Background Takeover Overlay CSS

** PLEASE ENSURE YOU HAVE EXPERIENCE WITH BANNER ADVERT OVERLAYS/TAKEOVERS** I have enclosed an example of a full website banner advertisement takeover example. I have also enclosed an example of the Vertical & Horizontal banners to be used Im need someone to write the relevant css and php codes to serve banner / advertisement overlays on a site. The Horizontal & Vertical will only be desktop visible, however mobile will have Vertical displayed at appropriate resolution. It would be preferable to have the abilities to turn adverts on/off or input expiry dates, in addition, we are looking to take .gif banners and scale them to appropriate sizes for the website takeovers. The banners should be fully responsive adjusting to any screen size. As soon as it goes into Mobile / Tablet sizes banners will only be served in Horizontal format and not Vertical. For Mobile, a small footer style advert will be visible at all times. I will show an example of this to the relevant freelancer that can complete this and has previous experience.
