Simple Bill payment website

I NEED A SIMPLE BILL PAYMENT 1. it must have secure login and register page( auto approve user(yes or no)) with a good home page that will show all the categories and subcategories with images. the home page should show customer testimmony after admin approval. 2. when customer selected e.g getv access package... he must be able to add name, phone no and smartcard no >>> and then click on pay...they should be able to select bank trasfer or online paymnet using card USER CAN SUBMIT TESTIMONY FOR APROVAL BY ADMIN 3. customer should be able to see bank trasfer as apending transaction why online payment once is successful as success BUT ALL TRANSACTION SHOULD BE SUBMITED TO ADMIN FOR FINAL APROVAL. ADMIN 1. create categories abd sub categories with amount... with edit\delete\add features and it shouls reflect on home page with images 2. mass email user, export to excel etc feacture 3. conviniency fee 4. all transaction should be submitted to admin as PENDING so that admin can approve it. admin should be able to export transaction to excel etc 5. manual and payment gateway where i can insert the code and some other things 6. ticketing system... where user can send and see admin reply ,,, PLS SEE Q U I C K T E L L E R .
