Photo contest wordpress website using rafflepress plugin

I am looking for a freelancer who can create an online photocontest website using wordpress.
Admin should be able to create different contests and charge for participation.
Contest creation should have start - end date, rules, participation form etc.
Checkout Rafflepress plugin. I need something like that but in that there is no option to accept payment for participation. Also, there is no voting system in that.
If you have worked with rafflepress, it would be an added advantage.
