I need a python script that (can work with either python2 or python3)

1. Reads a CSV file in the following format.

ID,COMPANY_ID,PHONE

15,68342,"555-214-4020 x710"

2. Uses [login to view URL] to process the phone number.

1. First attempts to process the number with geographic codes.

Example: x = [login to view URL]('555-214-4020 x710’)

2. If that fails, attempt to process as a US phone number.

Example: x = [login to view URL]('555-214-4020 x710', 'US')

3. Outputs the results in the following format where the output of above is put into CLEANPHONE

ID,COMPANY_ID,PHONE,CLEANPHONE

15,68342,"555-214-4020 x710","+1 555-214-4020 ext. 710"

4. Bonus: Any suggestions to better process a list of international phone numbers that may be formatted incorrectly.
