Need Help With Stripe ACH Feature

Hi there. A developer helped me add a simple php integration for Stripe's ACH feature where a User could enter their Bank Routing and Bank Account number. See here:

We are basically trying to use the ACH feature to make a simple website wallet where Customers can load funds (from their bank account) and also withdraw funds (back to their bank account). Simple.
He tried to add a [login to view URL] file but it wasn't fully working when we looked at the logs in Stripe. I think it's because you have to "verify" the Bank Account as "chargeable" first via Stripe's API and only then can you take a payment from the Bank Account. See response/result:

Basically, I need help finishing two more ACH features:
1) Make a charge to the Bank Account (Stripe's API says this is a lot like doing a charge to a credit card, you basically use the customer id and the charge token representing the account).
2) I need to make some sort of simple withdrawal feature - ie. ideally putting money back ON/TO the bank Account. ie. If a user has $50 in their Website Wallet and they want to put $25 of that $50 into their Bank Account - we should also be able to Debit money back to that Bank Account.
I've been looking at Stripe's APIs and it doesn't seem too difficult, but Stripe keeps changing the methods, so I'm not sure which ones to use or which ones work.
