Magento 2 Multi-store troubleshooting, configuration and maintenance

We are setting up a Magento 2 multi-store running 3 websites with the Porto theme. There are no customisations but there are some additional modules installed (Yotpo, revolution slider, 360 spins, warehouse integration). After a failed upgrade to 2.3, we have rolled back to 2.2.6 and now neither the front nor the backend of the stores are loading. We first need this problem solved and then help continuing the setup, testing and moving to live sites.
We are not locked into multi-store (some say separate M2 installations are better) and we are not locked into Porto (some say it is bloated and slow). We are looking for advice.
We would like to find someone to build a relationship with and give us ongoing support as the sites go live and grow. Our initial market is in the USA with fulfilment from a USA logistics centre and then we have plans to grow the site world wide where separate warehouses, currencies, payment method and languages will be necessary.
Short term though, the aim is to get the USA launched by the end of January.
