Laravel SMS appointment reminder/confirmation function

We are looking for a Laravel developer to implement SMS functionality Using Twilio into our Laravel admin panel application.
The key requirements include:
- Must be seamlessly integrated into the current Laravel admin panel application that is under development.
- Must integrate with the appointments model to auto send appointment confirmation reminders to clients at set times prior to the appointment
- Must have a global select dropdown for Admin to set the reminder interval. Eg 6hrs before appointment, 12hours before etc.
- Must include functionality to receive and handle return appointment confirmations from the clients
- Must include functionality for admin users to to be able to manually send custom SMS messages to clients.
- Must log all outgoing and incoming sms messages for audit
