We wish to develop inventory + proposal software to pick, reserve, or replenish inventory from 4 warehouses, including part number, part name, weight and dimensions, and generate parts quotes for clients (from a client list) on a letterhead template, integrating logistics API's if possible to add freight to quotes. The client's previous orders should be accessible from search to check the last price sold.
RFP 92215 INVENTORY AND PROPOSAL MANAGEMENT SYSTEM
We have an international business based in the US which is manufacturing and distributing equipment to the wastewater treatment market. We maintain stock in NL, UAE, KR, India and USA, and we have clients worldwide. Presently we employ 4 people in inside sales based in the US, plus people who do inside sales work at remote locations. We currently keep track of inventory manually on an Excel spreadsheet, and we categorize stock by part number, warehouse location, and in-stock (+), en route, and deficit (-). We currently write proposals from an email client, from a previous proposal in MS Word or from a blank sheet of e-letterhead in MS Word, and we manually enter the quantities, prices and tally the totals, then manually calculate weights and dimensions. Based on those values and the client location, we determine whether to ship via UPS, truck, air freight or ocean freight, and then we price accordingly, and manually add that to the proposal. Then we prepare an email, and attach the proposal together with supporting documents like product data sheets. All of this is done internally. European clients have limited access to inventory reports in Europe but not to other warehouses and other clients located elsewhere in the world do not.

Scope of Work:
Develop a web-based proposal and inventory tool with strong page-by-page security containing the following:
Prepare a database with the ability to enter the following fields:
Quantity in stock
Quantity in transit
Arrival date of quantity in transit
Quantity reserved from stock and in-transit
Unit List Price
Prepare a GUI with the following pages:
User login with password
Administrative login with password
Administrative settings page with the following links:
Users (Administrator, Rep or Agent), Roles (discount codes from list price which may be a fixed discount, or a discount against a curve, just for one possible example 20% off a $500 order, 50% off a $100,000 order and a curve in between, location of customer, payment terms)
Counters (closure rate, usage tracking and pricing/total sales reports through this system)
Clients (End User – A User can sell to a Client, for example)
Input Container (incoming shipments entry, with targeted arrival date, model numbers, quantities and warehouse location)
Input New Items with auto-assigned item #, enter part #, description, unit list price, and initial in-stock, en-route and reserved inventory levels, weights and box dimensions, ideal stock quantity, alarm%)
Input part number or description, quantity, and client name and address (for all users). Multiple items can be priced or ordered at once. Offer warehouse choices from which to draw stock, possibly more than one, with check boxes. Pricing should be auto-generated for regular users, but for administrative users, offer the ability to modify the price.
Offer a button for a regular user to “Place order”
Algorithms and Functions:
Determine appropriate shipping method by weight and shipping volume.
Call API for appropriate freight estimate, where appropriate, in which case return price FOB Jobsite. Where a freight estimate is not possible, i.e. for big shipments or international shipments, quote FOB Factory.
Match required quantity of each part number by user to the available inventory. If there is enough inventory return ex-stock. If there is sufficient inventory for a partial shipment, return that quantity with a leadtime for the balance. If the balance is en-route, refer to the input arrival date and return that value for the balance. If the balance is not yet en-route, return 8-10 weeks, typically. Typically stock is requested within a geographical region, for example NL serves Europe, UAE serves MENA, India serves India only, USA serves N. and S. America, and Korea serves Asia (Korea also has a quicker build than 8-10 weeks for Asian shipments). It would be appropriate to offer stock from another location sometimes, for example if NL has stock but UAE does not, some clients in MENA will take from NL. Likewise if USA has stock but NL does not, some European clients will take from USA. But this should be optional.

Offer the administrative user an over-ride of the auto-generated quoted price and leadtime. Let them fill in their own prices in that case.
Offer over-ride of freight option where available (yes or no) to all users, and if no, quote FOB Factory. Maybe a check box? Offer a manual input for freight in case freight was not able to be auto-generated, and if there is an input, offer FOB Jobsite. As another option, offer freight “at acutals” at time of shipment which means to you, FOB Jobiste, and on the line item which says Freight on the quote, instead of a number, list AT ACTUALS , and we will update our accounting software later.
Show estimated weights and dimensions in the proposal. Assume full box quantity for dimensions (weight will be by units). Pallets vs boxes gets more complicated. Let’s talk about this. Is there an API for this? https://www.searates.com/reference/stuffing/ Have a look here.
Offer choice of Print or Email proposal. Auto-fill quotation, freight & leadtime info into quotation template. Auto-attach the corresponding product and system data sheets & terms and conditions of sale and warranty page to proposal for email offers. Quote validity should be 30 days but adjustable by administrative users.
If the user clicked “Place order” generate an email to company and pop that quantity from stock from the desired warehouse.
If the order <=$350 not incl shipping for US customers, add $75 handling fee. For $350-750 add $50 handling fee, for US & European customers. Administrative override is available. This can be an adder on a new line item. For MENA customers, we add for 0-$500 a $150 fee , 500-$1000 a $115 fee and for 1000-$1500 a $85 fee.
If the order is by cr.card, there is a 5% cr.card processing fee. This can be included as an adder on a new line item
If the value of the proposal is more than $100,000 only an administrator can issue the proposal. Authorized users should be given a screen saying, contact factory.
An alarm function should trigger a daily or weekly email (not each incidence) to the administrator when the stock level of an item(s) drops to alarm% of ideal stock quantity for each item kept in stock with report.
A demonstration of a similar PHP application which was developed for our system quotations is available. This program has very similar administrative settings and outputs to the software package we wish to develop now.
