data protection - excel and word files

i have one excel file and a folder with few word files. i need to give access to users but dot want files to be copied or sent outside of server . But need to give access to users for modifying word files (2 at a time only) and send by mail. attached file with details. Please contact after reading - and with a possible solution only .
