Create crawler from 2 php scripts and save data into mysql database

Need a crawler software that i can have on my server made from 2 scripts that i have ( today it collects and output a csv file )
Crawler should use proxyserver so not get banned from searching site
Crawler should search and collect by 2 ways either a list of organisation numbers or by a list of search links
When collect information it should save into a mysql database and if data already exist it should update instead also when save into database it should also collect data from one other table and save into the main table of database depending of the new data
example of data collected from other table is municipality and county based on zipcode collected
