Cloud Based Captive Portal - WiFi Hotspot

Description of support work: I am looking for someone to help build a cloud-based Captive Portal - Wifi Hotspot on AWS
As this is just an experiment, with a future plan to either have my own Captive Portal software written or that I productise this proof of concept.
I would at this stage be looking towards open source solutions for this project (Radius, Apache etc).
I am open to any suggestions
I have:
An AWS account or can certainly build any instances, Linux, Redhat needed and provide SSH access
Ubiquiti AP’s which I am happy to load new firmware on
Ability to pay for software not available through open source/free.
